Richmond is located in Wayne County (of which it is the county seat) east of Indianapolis along Interstate 70 near the Indiana/Ohio border.
Richmond is one of the older cities in Indiana. North Carolina Quakers started settling in Richmond in 1806 drawn to the area by its cheap and fertile land and its prohibition on slavery.
The population estimate for July 1, 1998 was 37,091, a decrease of 1,614 since 1990.
