Warren is located in northeastern Ohio in Trumbull County (of which it is the county seat) about 10 miles northwest of Youngstown on the banks of the Mahoning River. The population estimate for July 1, 1998 was 46,866, a decrease of 3,927 since 1990.

Cranberry Hills Golf Course and Northwood Golf Club are both public 9-hole facilities.
